On the various "Tools" windows, scrollbar does not work as expected

One can scroll using a mousewheel when on the scrollbar or on a header, but not when on any entries. After loading CoL, for example, if you open All SNUs and expand all the headers, you get a scrollbar. For family.mov you can scroll with the mousewheel when the mouse is over family.mov, but not when the mouse is over family or kids.
